I read through the exchange on Iraq and it left me confused. I am not sure what is being proposed and by whom?

Hmmm… couldn’t see the graphic I posted? It was dr. Pournelle’s semi-facetious response to a politically impossible, and in part, troubling, scenario set forth by Francis Hamit and responded to by Jerry beginning with, “I fear some of your cures may be worse than the disease… ”
The solution I’d be happy to live with, after more than 30 years’ exposure to Dr. Pournelle’s thinking, is found in the picture and link both in this post and following the comment referenced above.
It’s sometimes difficult to follow links to Chaos Manor and pick up exactly with the referenced material, since Dr. Pournelle posts all his material using Front Page and not any standard blogging software (well, in his defense, he’s arguably been “blogging”–as much as he dislikes the word–longer than anyone else, and has a certain weight of tradition on his side, as cumbersome as it appears to make his site to navigate).
To complicate matters, he has his primary “discussions” set up so that in one section of his site, he posts email he finds interesting, then responds to it, while on another area, he (mostly) posts his own comments as primnary material, then posts email responses to THAT in that section… mostly.
It takes some getting used to.
Of course, having been accustomed to his site for some time, when I started reading blogs, I found them strange. 
Here’s a link to the picture depicting Dr. Pournelle’s proposed solution. Some time ago as part of a running commentary on the subject: Republic vs. Empire, one wag who frequents the site sent Dr. Pournelle a photoshopped graphic of a painting of julius Caesar… with Pournelle’s head superimposed on the impirial body…
